The objection to the Vanity Fair caricature seems to have originated with Japanese newspapers.
2.
Although certain published telegrams have accurately given the contents of the Secretary’s statement quoted in paragraph 2 of the Department’s 123, August 5, 6 p.m., front page headlines in most of the Japanese newspapers state that the Secretary expressed regret.

The affair was featured in the press for 3 days and has now practically disappeared.

In an informal remark to me today when I was at the Foreign Office for another purpose the Vice Minister for Foreign Affairs stated that the Foreign Office does not wish to make a serious issue of the matter and implied, though he did not say so, that taking up the question in the first place was not in accordance with the wish of the Foreign Office.

The affair will be discussed in a despatch to go forward by pouch August 10.61 In the meantime, the Embassy has refrained from commenting on the matter.
