19. Japanese Chargé d’Affaires informs me that he has received long and favorable telegraphic instructions from his Government relative to the Chinese Eastern Railway negotiations. He thinks chances are excellent that sale will be consummated within 6 weeks.
In reply to a query he categorically denied that there was any substance to current rumors that a nonaggression pact was also probable.
