The Chargé in China ( Gauss ) to the Secretary of State

12. Department’s telegram 2, January 4, 6 p.m. Local Foreign Commissioner of Chinese Posts states that ordinary mail service between China and “Manchukuo” began today. Ordinary Chinese postage stamps are being used in China. Consul General at Harbin13 reports that special postage stamps bearing no personal image nor name of country but only the amount, the two Chinese characters meaning Postal Administration, and an orchid, emblem now used by Pu Yi,14 are on sale for mail matter for transmission to China. No parcel post or money order service yet established.
