The Ambassador in Japan ( Grew ) to the Secretary of State

10. The Military Attaché reports that, according to information which he obtained confidentially from the Japanese Army, a small detachment from the Kwantung army is operating near Tatan, Jehol, about 130 miles south of Taerhhao (Chahar) against bandit troops. These bandits are said to be the remains of Chang Hsueh-liang’s troops which did not retreat south of the Wall but took up their residence in Western Jehol and are now a nuisance and menace to peaceful population in that region. The Japanese intend to drive them out of Jehol. The military authorities characterize the movement as being of no importance, and as having no other purpose than that stated.
