68. Your No. 67, October 9, 6 p.m. I am well aware of activities of American firm in question. In recent informal interview with Pan, however, he was informed that we cannot even discuss loan pending completion of the treaty under negotiations and he expressed himself in complete accord with our view that treaty and possible loan must be kept entirely separate.
