6. Department’s telegram No. 3, April 5, 5 p.m. Misleading newspaper accounts referred to in my telegram 5, April 4, 11 a.m.9 were all based on Havas telegram from Washington. Have carried out Department’s instruction by explaining situation to the Secretary General of Ministry of Foreign Affairs, who will issue suitable statement to press.
