The Secretary of State to the Minister in Portugal (Caldwell)

3. Your 5, April 4, 11 a.m.9 Department’s 2, March 30, 6 p.m., specifically states that the Belgian concessions will be extended to Portugal so long as we are bound by the provisions of the existing commercial arrangement between the two countries. Although we are considering giving notice of termination of this commercial arrangement, we have not yet done so. Please see the appropriate authorities and explain that the concessions to Belgium will for the present be extended to Portugal.
