The Secretary of State to the Minister in the Netherlands (Emmet)
20. We exchanged desiderata9 this morning with van Breugel. We handed to him at the same time a set of the general provisions9 which we propose for inclusion in the trade agreement. Similar copies were handed to van Breugel some weeks ago. He seems to consider that they were handed to him in a sort of personal way but he said that he had nevertheless sent copies to his Government. Van Breugel was told that we would be glad to go forward with negotiations with regard to the general provisions immediately if his Government was so inclined. He had said that he could not indicate when negotiations in other respects might be started until after his Government had received our list.
