The Ambassador in Italy (Long) to the Secretary of State
[Received February 1—8:10 a.m.]
42. I talked on the telephone from New York with the President just before I sailed and after the conference you, Morgenthau,10 Wallace11 and Oscar Johnson12 had with him on the subject of the possibilities of cotton trade with Italy. The President authorized me to pick up negotiations which had been informally broached to me immediately before my departure from Italy. I have taken the matter up with Suvich13 who has expressed a keen interest in this as well as in the forthcoming general negotiations and said that he would be prepared to begin definite conversations with me on the cotton trade within a few days. I have an appointment with Mussolini tomorrow and will pursue the subject.
