The Secretary of State to the Minister in Greece (MacVeagh)

15. Your 42, March 21, 3 p.m. You are authorized to make formal inquiry of the Greek Government as to the charges against Stephano7 who was born at Elkins Park, Pennsylvania, on October 3, 1906 and whose father Stephen Stephano was naturalized before the Circuit Court of the Eastern District of Pennsylvania at Philadelphia on February 29, 1904.

In extending your good offices to Stephano in accordance with the Department’s telegram No. 12, March 11, 7 p.m., you should bear in mind that the Supreme Court of the United States has held that aliens domiciled in this country owe to the Government a local and temporary allegiance which continues during the period of their residence and for the violation of which they may become liable for prosecution for treason just as a citizen.

  1. The Minister in Greece reported in his despatch No. 594, April 5, 1935, that on March 23 he addressed such a formal inquiry to the Greek Minister for Foreign Affairs. The despatch states that the effect of this note was to cause Mr. Stephano to be set at liberty, and that no reply had been received. (368.1121 Stephano, Christopher/9)
