The Minister in Greece (MacVeagh) to the Secretary of State

42. Department’s 12, March 11, 7 p.m. Christopher Stephano is still under detention and I am confidentially informed that he is accused by the military authorities of high treason. This seems to show that these authorities are not taking into consideration his American citizenship.

According to the Legation’s understanding Christopher was born subsequent to the naturalization of his father Stephen which took place prior to 1914. If this is true he is recognized by Greek law as an [Page 499] American citizen. Please inform me of date and court of naturalization of father and date and place of birth of son.

I believe that the time has now come to make immediate formal inquiry of the Greek Government as to the charges against this citizen. On account of the existence of martial law, informal steps seem unlikely to secure prompt military answer. Please instruct.
