223. Referring to my despatch No. 2322 of September 19, 1935. First executory ordinances to Nuremberg legislation as promulgated today with immediate effect are as follows:
Reich citizens are all persons of German race who possessed franchise for Reichstag election; includes persons having two Jewish grandparents unless they belong to Jewish religion or are married to a Jew.
Only citizens may hold office. All Jewish officials dismissed at the end of the year but if former front fighters receive pay until normal retirement age.
Persons with two Jewish grandparents require government approval to marry Germans and person with one Jewish grandparent.
If one of parties to marriages prohibited in basic law is a foreign national refusal conditional upon decision by Minister of the Interior.
Marriages before German Consul abroad considered as performed in Germany.
German maid-servants under 35 years of age (originally set at 45) may remain in households where there is no Jewish male. Servant law applicable to foreign nationals only with permanent residence in Germany.
Prosecution of foreign nationals under this ordinance requires consent of Minister of Justice and Interior.
