The Ambassador in Germany (Dodd) to the Secretary of State

Sir: I wish to express my thanks to the Department for its Circular Telegram of March 18, 7 p.m.,48 received via the Paris Embassy, giving consensus of the American press reaction to Hitler’s announcement that the Reich would increase its national defense forces.

This review of the American press is especially helpful to us here in view of the efforts of the German press to make it appear that America, at the most, was indifferent to the Chancellor’s action and inclined to accept it as inevitable and justifiable in view of increased armaments of other nations.
