17. The Department’s mail instruction 49, May 25. Packing interests continue to complain against discriminatory treatment in respect of lard. We do not seem to have received information with regard to the quota allocation for June, and unless those allocations involve a proportionate increase for the United States, I feel that the matter should be taken up with the Czech Government with a view to impressing upon it the fact that the modus vivendi which came into effect May 1 places on that Government an obligation to accord American interests more favorable treatment than has been accorded in the past.
