Department’s 175, October 16, 6 p.m. The matter of the bombardment of Addis Ababa and Diredawa was discussed at the [Page 895] Italian Foreign Office by my German and Belgian colleagues, and the British left an aide-mémoire in which it was specifically mentioned. It was also referred to in the representations of other of my colleagues as implicit in any consideration of the position of the above-mentioned open cities. My representations accordingly in following those of my colleagues also included the matter of bombardment although the main emphasis was laid on the general question of the open character of those cities.
