96. The message in your 56, September 12, 6 p.m., and the statement in circular September 13th74 have created a most excellent impression and are gratefully appreciated.

My informant states that the inquiry in my 9275 was based on the assumption that League action would fail and was not intended to request American diplomatic intervention except as a last resort to avert war. The Emperor seems prepared to go the utmost limit of concession compatible with national honor and dignity.
