Your No. 88, December 5, 1 p.m. Make formal request as stated in second paragraph, adding that former smuggling bases have gradually been closed and smugglers now compelled to obtain cargoes alcohol in European ports and discharge them on high seas into smuggling vessels; that in order to circumvent this latest move of smugglers and prevent them from getting foothold in Netherlands, we believe it would be mutually desirable if Netherland Government would take action requested, or promise to do so in future if smugglers transfer their operations to Dutch territory.
