88. Department’s telegram No. 47, October 8, 6 p.m. Commander Thompson and I discussed question this morning with various Netherlands authorities including Minister of Finance. Commander Thompson submitted memorandum copy of which is being forwarded to the Department.83 Despite my efforts to keep conversation on an informal basis the Minister of Finance indicated that an official communication would be necessary.
In view of the present inactivity of the port of Rotterdam in connection with the shipments in question does the Department still wish me to make formal request of the Netherlands Government to consider the extension of the existing provision covering small ships (100 tons and under) to include all vessels carrying spirits to any other country.
