I have seen the Emperor and reviewed with him the Department’s telegram of July 20, 8 p.m. He is unwilling to give definite answer until Foreign Office shall have had time to reconsider claims on the basis of the representations authorized by the Department’s telegram of July 20, 8 p.m. I have impressed upon His Majesty that further undue delay will be considered inexcusable. I hope to have definite answer for report within 2 weeks.
