31. Rumanian Legation informs me that it granted transit visa without stopover on consular registration and identity certificate to Insull this morning and that it expects him to arrive at Constanza on Polish flag vessel Polonia leaving Piraeus tomorrow, March 16th. Rumanian Legation understands that fugitive’s destination is Poland via Tcheko-slovakia. Owsley³³ here asks you inform Holmes³⁴ unless already done.
