11. Your 14, February 9, 3 p.m. Presumably the Greek authorities can expel Insull without a passport since several countries admit American citizens who are not in possession of such documents. However, if the Greek Government advises you that it declines to expel him unless he is furnished with an American travel document please inform the Department immediately by telegraph setting forth full details as to destination and consideration will be given the matter. Is the Greek Govt. concerned in expelling Insull or providing safe refuge for him?
