“For Wheeler, Foreign Service. Officially advised German preliminary import quotas American lard metric tons May 2,616, June 1,071, July 883, which equivalent 35, 29, 28 percent, respectively, of average imports corresponding months 1931–33 basis cabled March 16. Danish quotas same months 1,109, 954, 1,034 tons according to Land Brugraadets Meddelelser or 64, 65. 65 percent same basis. This appears indicate clear discrimination against American lard. We are attempting to ascertain quotas extended certain other countries and are consulting with Embassy and the Commercial Attaché regarding further steps. [Steere.”]
