The Foreign Office has the honor to state to the Embassy of the United States of America—in reply to the latter’s note verbale of April 11, No. 215—the following:

The structure of customs contingents in commercial treaty agreements with other states takes into account primarily the interests of the state with which the customs contingent is agreed upon by treaty. In this connection, the equivalent offered by this state for the granting of the customs contingent is of course of importance.
