Dear Mr. President: The Canadian Prime Minister has sent me a note under date of November 17th, with regard to the Trail Smelter case which, as you will recollect, I discussed with him in Ottawa following your instructions. While I do not attach very much significance to this communication, I am sending it to you56 because Mr. Bennett has requested me to do so. I also enclose a copy of my reply.57 I am disappointed that Mr. Bennett has not as yet carried out his promise to me of sending his representative to Washington to clean up this matter.
