The Secretary-General of the League of Nations, in pursuance of a resolution adopted by the Council of the League of Nations on January 15th, 1934,2 has the honour to transmit to the Government of United States of America, for its observations, a preliminary draft International Agreement for the Use of Broadcasting in the Cause of Peace.3

This preliminary draft, accompanied by an explanatory note,4 has been drawn up by the Intellectual Co-operation Organisation in accordance with the directions given to it by the Assembly of the League of Nations.

In instructing the Secretary-General to communicate this draft agreement to the Governments Members and non-members of the League of Nations, the Council asked him to request those Governments to send in any observations they might wish to make by August 1st, 1934.
