Sir: I have the honor to inform the Department that in the course of a conversation which Mr. Cole, Counselor of the Legation, had with [Page 588] Mr. Munters, Secretary General of the Ministry of Foreign Affairs, on May 18, 1934, Mr. Munters made the following statement:
Latvia will entirely follow the lead of England in the matter of the payment on the American debt in June, being ready either to make a token payment or withhold all payment.
In the Legation’s despatch No. 274, dated May 7, 1934,63 concerning the state budget for the 1935 fiscal year, the Department’s attention was called to the fact that while an appropriation of 2,000,000 lats is authorized to cover payments due on foreign debts, no allocation is made of this sum.
