Memorandum by the Under Secretary of State (Phillips)

1934.
The French Ambassador left with me this morning a copy of his Government’s reply7 to the British note of March 28th on disarmament.
The Ambassador said that, in his opinion, it was drafted by Barthou, possibly with the assistance of Tardieu, but it was certain that Massigli and others had no hand in it; the Ambassador referred to it as a “strong” note, that, in view of the knowledge of the rapidity of German rearmament, there was no other alternative.
