My Dear Mr. Minister: I am in receipt of your note of May 16, 1934, together with its enclosures, in regard to the Arms Traffic Convention of 1925. Due note has been taken of the objections of your Government to that Convention, which are set forth in the memorandum which you enclose. You have undoubtedly now received my note of the same date in which I explained the position of this Government in regard to the Convention and to the objections of your Government to certain provisions thereof. I hope that this note has removed any misconstruction which your Government may have placed upon the desire of this Government to secure some measure of international supervision and control of the international traffic in arms through the ratification of this Convention.
