144. The Senate Committee on Foreign Relations today recommended unanimously that the Senate give its advice and consent to [Page 451] the ratification of the Arms Traffic Convention of 1925. They added the reservation that the ratification should not become effective until the Treaty was ratified by 13 specified powers, among which are the principal arms producing nations.
