The Mexican Ambassador (González Roa) to the Secretary of State

[Translation]

Mr. Secretary: At some of the hearings which are taking place because of the investigation which a Special Committee of the Senate is carrying out on the armaments industry, I have noticed that statements offensive to my country in general have been made, and the [Page 434] President of the Republic,21 whose high office merits the greatest respect, has been mentioned.

The cordial sentiments of sincere friendship which Your Excellency’s Government feels for my country are well known, but I cannot fail to protest that the name of the Official who represents the personality of the nation should be cited without justification.
