269. Reference my telegram No. 267, December 3, 1 p.m., first paragraph, last sentence. My Italian colleague52 informs me that [Page 408] acting under instructions from Rome he informed the Japanese Government yesterday afternoon very briefly that Italy did not care to join in denunciation of the treaty but that it was ready to participate in any conference to be held under the terms of article 23 after denunciation by Japan.
