The Ambassador in Germany (Dodd) to the Secretary of State

42. Saw Eden and the British Ambassador yesterday evening. Eden says Germany accepts the 10-year pact idea; will not manufacture aggressive arms if pact is agreed to and agrees to inspection commission and accepts much of the character of plan. He said American cable67 had produced effect. He expects success in Rome. France is still great problem.

Copy mailed London, Paris, Rome, Geneva.
