Your No. 16, November 9, 6 p.m. and No. 19, November 14, 5 p.m. In a talk with Henderson today he agreed that the articles [Page 181] defining the organization of the Permanent Disarmament Commission and the articles setting up the control of arms traffic and manufacture should be embodied in the same protocol. He still feels, however, that some provisions covering budgetary expenditure could be included in the same protocol to be worked out at the present time. Repeated to Geneva.
