Reference Legation’s telegram No. 40, April 8, 1 p.m., could the Department telegraph its decision concerning the confirmation of the Financial Adviser’s powers through exchange of notes as early as possible as the budget must be deposited within 48 hours and the Financial Adviser cannot give his accord until a decision is reached on this point.
