3. Following telegram has been sent by me to Southard.
“British plan to have Egyptians pay the entire cost Tsana initially has raised storm of protest following public disclosures regarding plans and these have now been abandoned in favor of a request to the Emperor for permission for a further survey and report by the White Company. Lardner agreeable to this and is bringing under seal for your information copy of a detailed despatch to Department22 regarding latest developments. Am repeating to the Department.”
