Excellency: I have the honor to enclose herewith the copy of a letter dated August 3rd32 from Señor Don V. R. Taribó, Acting Director General of Customs, issuing orders concerning the measures which Spanish customs officials are to take toward the granting of tariff advantages, amounting to 35%, to automobiles of French origin. A copy of that communication was shown to Señor Taribó by a member of the Embassy who was informed that such orders had been issued.

Acting upon instructions from my Government, I, therefore, have the honor to present its protest against this further discrimination affecting the trade of the United States.
