The Minister in Rumania (Wilson) to the Acting Secretary of State

12. The Ministry of Foreign Affairs requests Legation to transmit to the Department the following telegram sent to Rumanian Minister at Washington 4:30 today:

β€œThe Rumanian Government cannot make in writing a declaration contrary to the import quota regulations which would be in contradiction to the entire present Rumanian commercial policy, nevertheless, Davila has been instructed to give to the Secretary of State categorical assurances that in fact Roumania will act with the greatest consideration in regard to the importation of American merchandise and will especially make no discrimination unfavorable to the United States but will on the contrary whenever possible favor products habitually imported from the United States.”
