43. Department’s 25, March 11, 6 p.m.¹⁸ Salvadorean delegates returned to San Salvador March 15. It is my understanding that the President did not receive them and that they received no encouragement in their mission. The Minister for Foreign Affairs has assured me that Nicaragua’s policy with respect to Martínez has not changed.
