Your 10, March 12, 2 p.m. On Saturday morning I spoke to Pinillos who said the Guatemalan Minister to Salvador had been stupid as his instructions were merely to report on the possibility of Gómez Zárate. The Guatemalan Government is not going to interfere, although the Minister of Foreign Affairs was inclined to object to Martínez becoming Minister of War. However, I mentioned the substance of your 34 to the Legation at San Salvador,17 and he agreed it was the correct interpretation of the treaty.
