The Consul General at Shanghai (Cunningham) to the Secretary of State

38. A 4-hour truce was arranged last night for purpose of evacuating wounded and noncombatants from Chapei area. This truce lasted from 8 a.m. to 12 noon today and was arranged by the British Consul General and myself at request of Major Hayley Bell, Shanghai volunteer corps, and Father Jacquinot. A Red Cross party entered the district for purpose above named. Noncombatant and wounded being evacuated to Settlement and French Concession where I understand [Page 294] they will be eared for by Catholic Fathers if necessary. A tentative attempt was made from the Chinese side to prolong the truce for 6 hours but this did not meet with favor from Japanese naval authorities.
