The Consul General at Shanghai (Cunningham) to the Secretary of State

37. My telegram No. 33, February 11, 4 p.m. Admiral Taylor informs me that he sent by the pouch yesterday a written report of the two Japanese actions related in paragraph 1 to Vice Admiral Nomura and requested him to prevent a recurrence of flying over the American sector. Admiral Taylor’s Chief of Staff was informed that orders had already been given to stop flying over the Settlement and he was assured that steps would be taken to see that such orders were strictly carried out.
