Your 33, February 11, 4 p.m. I authorize you, in your discretion, to protest as from your Government, against all flying of any airplanes, whether Chinese or Japanese, in military service, over the International Settlement and again to protest against any use whatever, by either disputant, of any part of the Settlement as a base or channel in connection with military operations.
