After informing Mr. Firestone, Senior, of your telegram No. 274, Howe stated that Mr. Firestone said that the Finance Corporation had no intention of considering “negotiating” unless and until the new annex 3 had been (1) fully accepted by Liberia, and (2) transmitted officially to the Finance Corporation by the Department. Mr. Firestone added that he would inform his son to this effect.
