Your 345, December 28, noon.18 Unless you perceive some objection, please express to the Foreign Office the disappointment with which the Department has learned of the further delay which has taken place in permitting the Shaikh of Kuwait to come to a decision in this case. At the same time state that, since on December 28th it was expected that the appropriate local authorities would be able to proceed in the matter in the “very near future” the Department assumes that definite and final action is now imminent.19
