54. Department’s 26, March 18, 4 p.m. The Legation at Bucharest reports that the French and German Ministers there have informed it that the putting into effect of the preferential clauses of the treaties in question is imminent. Please let me know what action, if any, you have taken on the Department’s telegram under reference and what was the German reaction. On March 21, Leitner, of the German Embassy here, was told of the substance of our telegram to you. He said he would inform his Government.
