The Chargé in France (Marriner) to the Secretary of State

601. My 600, October 16, noon.64 There are indications now that the French wish to prolong the negotiations. This is probably due to their interpretation of Governor Roosevelt’s declarations (see my 593, October 11th). The French may consider that if the negotiations can be kept alive until after the elections they will be able either to obtain any benefits of a change of policy or if there is no change to continue the negotiations as if there had been no delay. Evidently if the French intend to delay it will be extremely difficult for the Embassy to obtain rapid or satisfactory action.
