The Minister in Bolivia (Feely) to the Secretary of State

124. The Argentine Minister today informed the Minister of Foreign Affairs as to the contents of the Department’s telegram to the Embassy in Buenos Aires,95 expressing its alarm at the possibility of Bolivia’s withdrawal from the conference and at the danger of further military activities in the Chaco. Similar but more definite and forcible instructions have been received by the Chilean and Peruvian Ministers and will be communicated to the Foreign Office tomorrow morning. The Brazilian Minister is without advice from his Government.

The Minister of Foreign Affairs informed me at 6 p.m. today that the final vote in the Chamber of Deputies began at 5:30 p.m. and that he could assure me that none of the resolutions to be voted involved [Page 764] Bolivia’s withdrawal from the conference, but had to do principally with the nature of the instructions to be given to the Bolivian Delegation.

Under the circumstances I have suggested to him that Bolivia do not request a postponement even though Finot may not arrive in time for the first sessions, and he promised to consider the suggestion.

The vote in the Chamber of Deputies will probably continue until Thursday.
