104. My telegram No. 103, October 10, 2 p.m. The reply to the Legation’s note presented pursuant to instructions to [in] the Department’s telegram No. 39, October 3, noon,96 states:

“In reply I am able to inform you that the delegation of Paraguay will be on the date indicated in Washington, properly instructed for the opening of the meetings”.
