109. Your 69, October 9, 6 p.m. Minister for Foreign Affairs said yesterday that he will be glad to recommend informally that Bolivian Government be represented at November 11 conference; also that troops of both parties to Chaco dispute remain within their respective limits.
He does not consider that either side means war but notes reciprocal tendency to take advantage of present abnormal situation to endeavor to score points against opponents. During next few days Doctor Bioy intends to see if any further negotiations are possible with a view to renewal of Paraguayan-Bolivian diplomatic relations. These were previously conducted by Doctor Bosch in person but have of late been in abeyance by reason of above-mentioned tendency.
