The Ambassador in Peru (Dearing) to the Secretary of State

334. Reference my 331 [333] of today’s date,94 Foreign Minister has just informed me he is instructing Peruvian Ambassador Washington to vigorously cooperate in every possible way with the Department towards settling Chaco situation. He states that on occasion of first of recent clashes he instructed Peruvian Ministers in La Paz and Asunción to work for harmony and in interest of November meeting and noncreation [nonaggression?] pact and that he ascertained that Chilean Government would take the same line. He is tonight telegraphing Peruvian diplomatic representatives in Brazil [Page 763] and the Argentine to assist the issue in every way they can and is sending additional messages to the Peruvian diplomatic representatives in Chile, Bolivia, and Paraguay. The Foreign Minister intends Peruvian cooperation shall be complete.
